1. Are you a member of the armed forces, out of state and need to renew?

As of October 1, 2019, law enforcement agencies that issue concealed pistol licenses (CPLs) shall develop and implement a procedure for the renewal of CPLs through a mail application process for any person who as a member of the armed forces which includes the national guard and armed forces reserves, who are unable to renew their CPL in person because of assignment, reassignment, or deployment for out of state military services.

What is required of the applicant?

The person applying for a renewal CPL under these circumstances shall provide to the LEA:

A copy of their orders designating the specific period of assignment, reassignment, or deployment for out of state military service.

Apply for renewal within 90 days before or after the expiration date of the CPL; and

Pay the renewal licensing fee or the late renewal fee depending on the date of application

Pass a background check in order to receive the renewed CPL.

How long is the license good for?

The CPL renewed under these circumstances takes effect on the expiration date of the prior license and is valid for a period of one year.

What is the renewal fee:

The non-refundable renewal fees have not changed subsequent to the one year expiration. The fees are $32 for the renewal and $42 for the late renewal according to RCW 9.41.070.

If you qualify for the above process, please fill out the Concealed Pistol License Application, print it out, and email the completed application and a copy of your orders to the Records Department at apdrecords@cityofanacortes.org. Alternatively,  you can print and fax the application to (360) 293-1935. Once we have your completed paperwork, we will contact you regarding payment.

2. When do I need to have a Concealed Pistol License?

RCW 9.41.050 requires you to have a concealed pistol license when:

• You are carrying a pistol concealed on your person
• You are carrying or placing a loaded pistol in a vehicle

3. Where do I apply for or renew a Concealed Pistol License?

In order to renew your current Concealed Pistol License you must be within 90 days before or after the expiration date and live within the city limits of Anacortes. If your license is expired more than 90 days, please give us a call at (360) 293-4684 to determine your next steps. If you are within 90 days and within the city limits, you can come by our office Monday through Friday between 8:00 am and 5:00 pm.

If you live in the unincorporated area of the county, you must apply with the Skagit County Sheriff's Office. 

Non-Washington residents may apply at any local law enforcement agency in Washington State. 

4. What are the application hours?

If you live within the city limits of Anacortes, please give us a call at (360) 293-4684 to make an appointment. We are making appointments for Wednesdays between 9:00 a.m. and 1:00 p.m. The appointments take approximately 15 minutes.

5. Is there a background check?

Yes. You will need to be fingerprinted and a criminal history background check will be conducted before your license is issued. Fingerprinting is only done Wednesdays from 9 a.m. to 1 p.m. For more information, or to make an appointment, please contact the Police Department at 360-293-4684.

6. Are there other requirements?

Yes. The following requirements must be met:

• Resident of the City of Anacortes or a Non-Washington resident
• 21 years of age or older at time of application
• Be a United States citizen or permanent resident alien with a permanent resident card (green card)
• No pending trial, appeal, or sentencing on a prohibitive charge
• No outstanding warrants for any charge, from any court
• No court order or injunction against possessing a firearm
• No mental health prohibitors
• No felony convictions
• No convictions for any of the following crimes when committed by one family member against another on or after July 1, 1993
  • Assault in the fourth degree
  • Coercion
  • Criminal Trespass in the first degree
  • Reckless Endangerment
  • Stalking
  • Violation of the provisions of a protection order or no-contact order restraining the person or excluding the person from the residence

7. How long does it take before I receive my license?

If you are applying for your first concealed pistol license, it may take up to 30 days to complete the background check before the license is issued. If you do not have a Washington driver's license or identification card, it can take up to 60 days. For more information, please contact the Police Department at 360-293-4684.

8. What documents will I need to bring with me?

You will need to bring:

• Picture identification (i.e. Washington driver's license or identification card)
• A fee of $49.25. We accept cash, check, or credit card (excluding American Express). Checks made payable to Anacortes Police Department. This fee is non-refundable.

9. How long is my Concealed Pistol License valid?

Your concealed pistol license is valid for five years from the date your license is issued. You will not receive a renewal notice and it is your responsibility to ensure your license has not expired. For more information, please contact the Police Department at 360-293-4684.

10. What if I lose my Concealed Pistol License?

We may be able to help you replace your license if you live in the City of Anacortes, and your license has been lost, stolen, or destroyed. If you live within the city limits of Anacortes, please give us a call at (360) 293-4684. The fee for a replacement license is $10.

11. Does Washington have reciprocity for Concealed Pistol Licenses with any other states?

Washington has reciprocity or accepts concealed pistol licenses issued by a number of other states, so long as the handgun is carried in accordance with Washington law. The Washington State Attorney General's website provides a list of those states that have reciprocity with Washington for concealed pistol licenses.
