CHIEF JOHN SMALL
Chief Small started his career in law enforcement as a Patrol Officer at the Anacortes Police Department (APD) in 1993. While working at APD, Chief Small has served as a Field Training Officer, Bike Patrol Officer, and School Resource/DARE Officer. Chief Small was promoted to Sergeant in 2001, serving as both a Patrol Sergeant and Detective Sergeant. Chief Small was promoted to Captain in 2008. He first served as the Patrol Captain and oversaw the Patrol Division. He then served as the Administrative Captain and oversaw the Detective and Crime Prevention Divisions of the APD. Chief Small was appointed to the position of Chief of Police in April 2017. Chief Small has a Bachelor's Degree in Business Administration from the University of Washington and is a graduate of Northwest Law Enforcement Command College. He is a lifetime resident of Skagit County.


PATROL CAPTAIN CHRIS FULLER
Captain Fuller started his career as a Patrol Officer at APD in 2000. In his sixteen year tenure at APD, Captain Fuller has served as a Field Training Officer, Marine Patrol Officer, Bike Patrol Officer, Detective on the Skagit County Interlocal Drug Enforcement Unit (SCIDEU), Field Training Sergeant, and, for the past six years, Detective Sergeant and member of the Skagit Multiple Agency Response Team (SMART). Captain Fuller was promoted to Patrol Captain in February 2017. In that capacity, he oversees the Patrol Division of the APD. Captain Fuller has an Associate's Degree from Whatcom Community College, studied Sociology at Western Washington University, and is currently studying Administration of Criminal Justice at American Military University. Captain Fuller is a veteran who served in the United States Marine Corps. He was born and raised in the Pacific County, Washington.
